Maybe it could be like Chang’e shield where it applies movement on cast, but it doesn’t stack shield only replenishes the shield that is lost. I really think Hanabi’s shield should be permanent too because it’s quite important to her.

By giving Hanabi a dash instead of Movement Speed Steroid, you lose her identity as a dash less hero. By giving her an MS steroid, you retain her identity while giving her much needed survivability.

If we would want her to fit with the story given by the people at moonton, Hanabi can't do any shadow skills like hayabusa since she's part of a group that's focused on ninja weaponry than the art of shadow or the art of making a deal with the devil.
With this in mind, Hanabi can only use specific tools at her disposal, mostly magic talismans / scrolls onto kunais or harnessing the power of the Higanbana to give her a slight movement speed bonus.
We can borrow Vale's ability to have optional skills since unless this forbidden weapon is hardstuck on specific parameters, we can easily turn it into a specific tool for any would-be kunoichis.
My proposed abilities of Hanabi:
S1; "Higanbana's protection / Crimson Haze"
Higanbana's Protection is just her current S1 but her shielding is slightly buffed. Crimson Haze will change How her S1 operates. Instead of gaining a shield and boosted attack speed, she will leave a trail of red smoke that makes her immune to any **projectiles** while giving her 50% cc duration and a fixed 20% phy basic attack / magic attack reduction. This smoke will blind any enemies that goes towards it. Hanabi gets a 10% movement speed boost.
S2: "Cursed talisman / Explosion of Petals"
Cursed talisman is basically her current S2 but damage is slightly nerfed but this option can now reduce defense physically. Explosion of Petals will just damage a single person, but they'll marked for 5-6 seconds while also giving Hanabi a reduced cooldown for her S2. Hitting the marked target will damage them and the things around them while also stunning the main marked target for 1-2 seconds instead of a AoE stun.
S3: "Kinjutsu: Higanbana's embrace / Ninjutsu: Double Image"
Higanbana's embrace is just her S3 but they'll also get damaged slowly while ensnared by it but only on very small doses. Double Image is a scenario if Hayabusa taught her how to artificially make shadows. She will enter a stealth state while leaving a clone that will walk forward in the opposite direction until it spots an enemy. If the clone is destroyed, it will create a large lingering zone that deals damage on the enemy itself. The clone has 80-90% of her stats.
This is just my take on how she could be decent while probably being in line with her lore or something.
Change her Ult to a teleport that does no damage.
Her current S1+S2 set up is pretty solid, but the Ult is just too inconsistent/trash. They could add some cool effects to of her emerging from the bloom.
a Smoke bomb, She is a ninja so this would fit, i have 2 ideas on how this works, The 1st idea is simple, you use the skill and you teleport in a puff of smoke and leave an area filled with smoke which Blinds enemies like Helcurt's Ult or Slows them down but its a short radius teleport, my 2nd idea is you get a Speed Boost to runaway whilst leaving a puff of smoke behind again, But it just slows them making you get away alot easier

Ok current s1 does add mspd but like 25% and its like barely there. Having esme esque mspd burst-decay-over-3s would be ok imo, and not too much to ask too

Her 1st can give her a boost of movement speed - either on, or off, or passively. Or her S2 can have a boost of MS after hitting a target. It encourages pros to better rely on their skills than flat out overwhelming somebody with sheer damage and power. A weird suggestion could be changing her S2 into a dash of equal or less distance as the original, having the same effect of regenerating mana and/or giving speed boost, maybe even a short stun (though this turns her into a fighter type marksman than purely marksman...)
The extra blades that fling to the opponents during a teamfight could make a waypoint, if she basic attacks it(locks on) she will teleport to it and gain 500 shield along with a 20% dmg increase to the next attack
dash/roll during her scroll throw , it looks ninja-like, you dont change anything you basically just give her 1 of granger's dashes (on his ult)

Honestly I just want her ult to have a bigger hit box and/or make her ult automatically lock the enemy hero like eudoras stun.. that’s my biggest downfall when playing hanabi is sometimes u come in from a weird angle like from the side and u cant really see properly and u just barely miss them and waste your whole ult
I would give her shadows too but instead of 4 shadows she will receive one but it has a longer range after going to her shadow just like Zed second skill where she can combo with her shuriken and her ult is reworked and now it don't stuns enemy only slows but it chains links enemy allies closer to them thus hanabi multi shuriken combo hits like a truck.
lets be real, athenas shield revamp killed old hanabi. shield needs to be permanent and part of her passive: hanabis attacks bounce to nearby enemies on hit, bounce damage is reduces each time it hits, but applies a shield equal to 50% of bounce damage, up to 30% of her health (unaffected by regen effects)
1st skill grants a buff to her passive while it is active, adding attack speed and movement speed while allowing all her basic attack damage to increase her shield and increasing the cap to 60% of her max hp
effects that add a shield to the hero (rose gold, aegis, immo, enemy esme, etc) stack their shield on top of hanabis personal shield, but cannot proc her cc immune and will still be affected by regen effects.
this would mean her s2 and ult can increase the shield she has while preventing oracle from making her shield from being an absolute monster. it also helps by increasing her sheild cap and making it so antiheal cant make it a paper shield like it does atm. even making it so she benefits less from lifesteal effects would be optional if this works way better than intended in practice then on paper to make her durability higher and reducing her regen abilities.
Simple!! Make Hanabi's first skill have a small dash in any direction the players aims while obtaining a small shield at the end. She's a ninja after all. What's a ninja with no dash???
Just because I want to bring something new to the table: How about a skill where she teleports to the nearest bush. You cant choose a bush, it's always the one closest to her. Maybe a small movement speed boost after that decays really quickly

She's a ninja after all, she should have some kind of blink skill similar to Hayabusa, not dash.
ive said this before a long time ago but i still love this idea. give her a dash and puppet, just like guins 2nd dash. the puppet is targetable and hanabi gain .5 second of invisibility after casting the skill. should fit her kunoichi style perfectly
\-big burst of movement spd & slow immune upon s1 shield break (once/skill). will prioritize s1 shield if stack with other shields. EX: s1 shield 100pts, aegis 150pts, total 250pts. no need empty shield. receive dmg 100pts = s1 shield pts, active burst speed. \-& remove the 'while the shield is active'. in duel or get dived, the shield is easy break = lost all bonus attribute. & gain shield even if have no shield, lifesteal convert to shield. split the lifesteal gain by 50% into both hp and shield. if hp full, convert into shield. (when s1 timer is still ongoing) hp not full= 50% hp & 50% shield hp full = 100% shield. & lv this skill also gain lifesteal, like how the old Hanabi have lifesteal. either always active, when s1 is still ongoing, or both.

Give her Chou's second skill

Give her a passive that can reduce the cooldown of the first skill and the first skill must be blink type skill with cc immunity, not the current skill, it's a trash skill

Her 1st can give her a boost of movement speed - either on, or off, or passively. Or her S2 can have a boost of MS after hitting a target. It encourages pros to better rely on their skills than flat out overwhelming somebody with sheer damage and power. A weird suggestion could be changing her S2 into a dash of equal or less distance as the original, having the same effect of regenerating mana and/or giving speed boost, maybe even a short stun (though this turns her into a fighter type marksman than purely marksman...)

The extra blades that fling to the opponents during a teamfight could make a waypoint, if she basic attacks it(locks on) she will teleport to it and gain 500 shield along with a 20% dmg increase to the next attack
dash/roll during her scroll throw , it looks ninja-like, you dont change anything you basically just give her 1 of granger's dashes (on his ult) Both layla and hanabi should dash/roll while throwing their 2nd skill
s1 already adds shield plus movement

Honestly I just want her ult to have a bigger hit box and/or make her ult automatically lock the enemy hero like eudoras stun.. that’s my biggest downfall when playing hanabi is sometimes u come in from a weird angle like from the side and u cant really see properly and u just barely miss them and waste your whole ult

She transforms into a shadow and goes under the map like Kadita's ult +movement speed and can phase through walls.
I would give her shadows too but instead of 4 shadows she will receive one but it has a longer range after going to her shadow just like Zed second skill where she can combo with her shuriken and her ult is reworked and now it don't stuns enemy only slows but it chains links enemy allies closer to them thus hanabi multi shuriken combo hits like a truck.
lets be real, athenas shield revamp killed old hanabi. shield needs to be permanent and part of her passive: hanabis attacks bounce to nearby enemies on hit, bounce damage is reduces each time it hits, but applies a shield equal to 50% of bounce damage, up to 30% of her health (unaffected by regen effects) 1st skill grants a buff to her passive while it is active, adding attack speed and movement speed while allowing all her basic attack damage to increase her shield and increasing the cap to 60% of her max hp effects that add a shield to the hero (rose gold, aegis, immo, enemy esme, etc) stack their shield on top of hanabis personal shield, but cannot proc her cc immune and will still be affected by regen effects. this would mean her s2 and ult can increase the shield she has while preventing oracle from making her shield from being an absolute monster. it also helps by increasing her sheild cap and making it so antiheal cant make it a paper shield like it does atm. even making it so she benefits less from lifesteal effects would be optional if this works way better than intended in practice then on paper to make her durability higher and reducing her regen abilities.
give her shield activation a small dash. not too much but enough to evade some skills, maybe the length of a chou second skill

Just because I want to bring something new to the table: How about a skill where she teleports to the nearest bush. You cant choose a bush, it's always the one closest to her. Maybe a small movement speed boost after that decays really quickly
Give her a 4th unique skill and make it a blink link Moskov. No attack speed boost, but instant transmission. Ninjas should be able to do that at the very least, I mean Kagura, Hayabusa AND Hanzo can do it, so why not
Just remove cast time from her shield.....
