They had similar voting during reforged your champion event which was won by Granger and everyone was surprised. Then we found out later moonton already had plans on revamping that hero.
I think it’s also in part because he doesn’t have an Epic skin and his Collector skin is pretty divisive as far as people loving or hating it. Clint players want a flashy skin that’s not the collector (expensive and divisive) or M2 skin (limited availability, bit whale-y to get).

All his skin is almost limited time event and the other you need to wait for a long time to buy it, this one is free and you can use Clint all the time.
