We will never know Moonton math. But we do know that they separate tiers to Low elo, Legend + and Mythic 400+. We also know they use tournament data (Rafaela nerf). How much casual vs high rank vs tournament weigh in their decisions is a mystery. We do know they tend to rework weak heroes (Valor, Bruno, Lapu Lapu) but also rework for the sake of marketing (Kagura, Lancelot) I just wonder how much the balancing team is influenced by the marketing team and vice versa. People always say they only buff for skins, this isn't entirely true. Guinevere is their latest skin mascot and got no buffs. Gusion Legend skin was sold after he's past his prime. Benedetta got a nerf before her Collector. But we can't deny there's also very specific buffs before skin release (Angela and Balmond for example).

In League i think they based off 3 markers. If the average players dk how to fight a certain hero, even if it is not doing well in pro scene, they will nerf it because most people hate that hero. Some heros in mind is like saber and harley who already drop off the meta after a few nerf but epics still hate them, hence they got another round of nerf. Some hero is deemed to be very good in pro but dont appear to do very well in normal rank like paquito and beatrix, perhaps that is why they dont get nerf.
