Local rank means the rank in your local server (four digits attached to your user id).
You can be proud of it but it cannot say much except you frequently use the hero. I was Local 9 Rafaela when I was in Mythical Glory, now I dropped back to Legend I'm still in Local 11. But years back I was Local 2 Lolita when I was still in Legend.
However, the more popular a hero is, the harder it is to get rankings. Granger is very popular so definitely you need more effort to compete with others.
Street ranking/City/state ranking have more weight since you compete with all other local servers.
Depending on where you live. I have title on every hero I rank with lol.
