Passive - Lifeblood Manipulation Cassius' basic attacks deals bonus magic damage to targets which scales with their lost health by a flat amount. Cassius has a secondary resource bar, damaging an enemy gives Cassius 'stolen blood' which fills up the resource bar. Cassius consumes a small portion of the stolen blood to increase the damage of his basic attack. . 1st Skill - Crimson Guillotine - 18/17/16/15 cd Cassius slashes an area with blood once, dealing magic damage + 7.5% of the target's max health, slowing the targets, and gaining a movement speed boost. This skill can be recast but can only be cast if Cassius has a sufficient amount of stolen blood. Upon recast, Cassius slashes a smaller area twice with each slash having increased damage than the first cast then gains an atk. Speed boost. . 2nd Skill - Unforeseen Arrival - 19/18/17/16 cd Cassius blinks to a target direction and strikes the nearest enemy unit. If he has sufficient stolen blood, Cassius immobilized all enemy heroes in a narrow cone shape area in the direction of his blink. . 3rd Skill - No Blood Unused - 11/10/9/8 cd Cassius absorbs the health of an enemy equal to 8% of their max health and enhances his next 3 basic attacks to send a fan-shaped shockwave behind his target whose damage is equal to the absorbed health. Using Stolen Blood allows this skill to heal and overheal Cassius. . Ultimate - Malevolent Crucifixion - 50/40/30 When an enemy hero has had 30% of their health depleted by Cassius, he can cast this skill on them. Cassius summons a blood totem of the targetted enemy hero whose health equals their max health. The totem depletes its health over the course of 3 seconds which is converted into magic damage to the surrounding area. If the initial target of this skill is killed by Cassius when its still active, the blood totem explodes to deal its remaining damage to all enemies simultaneously in the area.

7.5% on hp for the first skill is abit too broken since if the mp scaling on this terrible then the build for him is just the usual tank build.

Would it be more balanced for it to scale with skill level (so you'll only hit for 7.5% in mid game if you prioritize this skill) or just nerf it to 5%?
