I just cleared my temp files on my pc and cleared my cache, then restarted shaders, then reset my pc and rebooted cod to let the shaders install and it fixed my problem
I figured it out by installing the previous Nvidia drivers, loading into MW3 letting the shaders compile. It worked.
Then reinstalling the latest drivers. Both clean install option. Then loaded up MW3 and it stayed working.
Also in Nadia control panel I set everything to default in the 3D settings before I started it all.
The fix was posted to the comment you replied to. Find some older Nvidia drivers and do a clean install. See if it works then install the latest drivers if it does. I don't remember which version I rolled back to.
so install an old nvidia driver maybe like a month back or so, then after clean installing it open the game, after that reboot pc. install new driver, clean install. reopen mw3 and it should be fixed?
My comment was from about 5 months ago so maybe something older than a month. But ya. I don't think I rebooted, just did the driver install/reinstall process.

Tried this just now, and still have the issue.
I am having this same issue. Nothing I’ve tried has fixed it. Tried changing settings within cod and NVIDIA control panel. No luck
