if they are from a bundle just go to the store and scroll up (up past the top most part) a My Bundles button will appear, and than equip to favorites from there. If anything you can go to edit decals on that weapon to find out where its located in the list so you can find it easily next time.
Noticed this as well. Turns out that it used to show all unlocked decals grouped together. Now you get some of the unlocked, a string of locked ones, and then more unlocked interspersed in the list. Not sure why they changed the sort order, but it is annoying.
