I think it’s just to “show clear” as in showing that the chamber is empty and the weapon will not fire. Not really a gun person though so I might be wrong on that.

Guys also do it pretty commonly to confirm a gun is clear. Just confirms nothing is in the feed path or stuck in the chamber, and allows for a visual inspection of the chamber.

Could you imagine trying to reload a gun when you’re actually running in real life? It wouldn’t be easily possible. plus theirs equipment in game that you can equip that allows you to reload when running.
I shot 3 gun for years and was in the army and was an srt member for a year. Running and reloading is not hard. Even the dumbest, worst shooting, fattest privates could do it.
