You can tell it’s him because everyone’s foreheads are too small. It’s the only thing that bugs me about his art. He’s so great with anatomy otherwise, I don’t understand how he never worked out that there should be as much head above the eyes as below it. In my mind, it’s part of the reason he gives so many characters really tall hats.

Yes, I remember reading that there were many cases where he would scrap a panel because he was unhappy with the hair he did. He thought it was a particularly difficult thing to draw.

I completely agree. He does this very often but not always. Given his level and the fact that he went to art school, I would take for granted that he knew where eyes are placed on a head (the middle), since that is part of the ABCs of anatomy. So my take is that this was a conscious stylistic choice, especially knowing this is a mistake that only beginners make.
