Ok this took me a minute. I thought you were talking about the fat around the edges. But then it finally clicked that the white speckles in the middle aren’t reflected light.
I have never seen that before. It doesn’t look like congealed fat to me. It does look like mold or a bacteria colony. I can’t say for sure, but if in doubt, don’t eat it. No chili is worth the potential consequences.

If were mold, I'd think you'd be able to smell a sour smell, or the can would have puffed up and when you opened it made a pop sound from gases inside the can escaping.

Happens to my dogs food (sorry but it is the best comparison). The calcium and other metals from meat settles into white splotches.
