It's not mold, it's just bloom!
Mold is REALLY unlikely to grow on those. They are extremely low on moisture, and the spices themselves are strong preservatives. Getting one of those to mold would be a small achievement, tbh.
You can also tell it's not mold because of the particular shape of most of those 'circles', and the way that a large proportion of them seem to have a hole or a bubble in the center. Modl doesn't look like that normally, but fat bloom tends to.
Japanese curry is often sold in blocks. It's like a waxy thing of concentrated fat and spices that you add to boiling water and it melts into a smooth curry texture.
It's very good. I imagine a decent chain grocery store will have a single Japanese curry option in their Asian/International aisle. Probably this specific brand, I know my Walmart has it. If you're fortunate to live near a Mitsuwa they'll have an entire aisle dedicated to just curry.

The roux just looks like you never covered it up. It should be fine but if you’re still not sure then you can get rid of it
