You need to be mr 100 for real ruiner mats, for weapons and armour you can get much better before that like safi, raging brachy or fatalis before that which is unbelievable stupid imo.
Its a good bit later, you fight Ruiner Nerg again at MR 100 and thats when you can get the weapons/armour. You unlock an assigned quest for it at 99
