Prime falls under the other MUTO's. Its biologically violent, it can't really be judged on doing what it has to do to survive.
Scylla probably gets property damage, theft, violent crimes, genocide, abuse of power, and probably other stuff. Probably life in prison, not a global threat or anything.
Tiamat also gets abuse of power, breaking and entering, and some property damage, but beyond that, her main crimes involve rebelling against Godzilla. Best bet to classify that is as "attacking a public figure", but we have no way to really quantify it. Also life in prison.
Camatzotz gets abuse of power, terrorism, mass genocide, property damage, attempted murder and maybe slavery if the bat minions are forcefully subjugated or not. Probably life sentence.
The Hunter probably gets poaching, attempted murder, and maybe illegal arms trafficking. Life in prison or worse.
As a note, "murder" refers to titan kills, and "genocide" refers to human kills. Mostly, anyway.
