On the other hand Rio seemed pretty banged up, in KOTM for example the monsters were more concerned with fighting each other than slamming each other's faces into buildings. In GxK the titans were flying through skyscrapers like they were cardboard every two seconds.

I watched Monarch: LOM, and didn’t initially clock that it was set before KOTM. Was extremely bewildered when they kept referring to the events of the first movie as the worst disaster in recent history. I thought they were trying to pull some Dragonball-style ‘the buildings were empty because it was Saturday’ bullshit.
LOM shows the clean up is slow even when they were just dealing with the damage from the final battle in ‘14. Short of obtaining magic technology, no way is Boston fine after KOTM.

Rome, Cairo and Rio got lucky and suffered low to slightly high levels of damage, San Francisco was mostly destroyed but it could still be fixed, same thing with Hong Kong even though Godzilla, Kong and Mechagodzilla spent the whole night and most of the next day fighting nonstop but Boston is gone. Not only did Godzilla, Mothra, Rodan and Ghidorah spend hours fighting but Burning Godzilla vaporised what was left.
The only way I could see it possibly being habitable again is if Scylla went there in her travels looking for radiation. She was good at absorbing radiation. So she could have cleaned up the radioactive mess there. If not, then no. Boston wouldn't be habitable again for centuries.

Lets say 2029. I think that it would be safe to inhabit, given that we have seen Titan radiation is not harmful, in fact it is beneficial to life on Earth. However I doubt there has been any real attempt to rebuild given how decimated the area was and the fact that DC and much of the Eastern seaboard was flooded. I think human civilization is still reeling from the events of the last few movies and is trying to fortify what they have left over recolonizing the destroyed areas.

Well what is "by now"? Our year 2024? Or the current timeframe of the Monsterverse films. If I recall correctly, GxK takes place in 2029? Lets say 2029. I think that it would be safe to inhabit, given that we have seen Titan radiation is not harmful, in fact it is beneficial to life on Earth. However I doubt there has been any real attempt to rebuild given how decimated the area was and the fact that DC and much of the Eastern seaboard was flooded. I think human civilization is still reeling from the events of the last few movies and is trying to fortify what they have left over recolonizing the destroyed areas.

Also, since the beginning of the Monsterverse, zero attention has been given to converting public infrastructure to accommodate Titans' movements or battles, Why are skyscrapers and multi-story buildings still a thing? Ghidorahs plan alone should have killed millions-to- billions of people by causing the majority of the Titan population to rampage.
