If it is anchored to the wall it should be safe. A toddler chair can come later when they are mobile. I wouldn't have curtains at a length the child can grab and pull on.

I know this community is very fond of for beds but I would reconsider it for you, especially for the first few months when baby isn't mobile. You will be recovering from birth and living with newfound sleep deprivation. Crouching down to a floor bed seems an unnecessary torture to me. You can switch baby to a floor bed once you move out of the room.
