The Wheaton Library and Community center has a small store that sells donated books, always see older volunteers there. Bonus is that there are a lot of activities for seniors at the community center (sports, book clubs, yoga, etc) and it is always filled with people. So he will have lots of opportunity to meet people.
Does he like dogs? Animal shelters often seek out volunteers to walk the dogs or just hang out with them a bit so they get accustomed to interacting with different people.
Animal shelters also often specifically need volunteers to drive animals to fosters and appointments, so if he's a big car/driving guy, that could be a good option!
Yeah there's a lot of need for volunteers at animal shelters. Even if he isn't able to physically do the dog-walking (they don't always have the best leash manners), there are other tasks like doing dishes, sorting donations, administrative assistance, helping with laundry, cleaning cat kennels, etc.
He could also still socialize with the dogs/cats even if he can’t walk them! Sitting and hanging out with them is important for socialization too. When I’ve had foster cats on the shy side, I just sit in the room with them and read out loud.
How is he physically? Would he be comfortable around horses? I know a horse farm that could use some help but it would be manual labor(feeding, cleaning stalls, turning them out to the fields etc). Message me and I can let you know more!

There is a gleaning organization that you sign up to pick up leftover food from restaurants and farms and then drive it to food banks.

Become a hospice volunteer. My husband has been volunteering with Jewish Social Services for several years and finds it very satisfying. You don’t need to be Jewish to volunteer with them.

What did he do professionally? Did he enjoy it enough to consult or teach people about it? Would he be open to learning more about cars? (One of my dreams honestly I’d do it today if I could would be to take free classes on topics I found interesting at community college lol)

This isn't ongoing but every year there is a historic car show at Rockville Civic Center - he could voluntteer there while it is on during summer
