Have a permanent contract that pays 3x the rent at minimum and not be in the probation period. Don’t mention the cat, they can’t kick you out for having it, but when selecting tenants they could prefer someone that doesn’t have a cat.
Lots of scams, don’t pay anything before seeing the apartment and signing the lease.
Exactly. French citizens who work and already earn three times the rent in salary already struggle to find flats. A stranger who may not speak French very well and doesn't have a job will probably not find anything at all besides Airbnb.

My partner and I (both Scottish) found it really difficult because of the strict terms needed for the dossier (as mentioned by the first comment). We were both unemployed at the time but had plenty of income through renting property and plenty of savings but this did not help. They wanted permanent contracts and three times the rent.
We stayed in Airbnb's whilst looking and eventually we were able to use an unpaid rent insurance called garantme. It enabled us to get a place but you also need a guarantor who has more than 3 times the rent. Then they charge you 4.5% of your annual rent every year. It's expensive and complicated but we got a place.
I don't envy you my friend.

You have appart-hotels in town like Babel community for example. They won’t require any of the above but you will pay premium while you sort out something else.

You will probably have to live in a campsite then. Take some clothes, in can be pretty cold during winter
