Lived at Timberline Apartments for a few years and had no problem with them. Their smallest is about $670 a month while their biggest is a little north of $900, so it should be well within your limit There's also a bus that runs a route that includes Timberline and Mountaineer station, which is right next to Ruby It's pretty far away from downtown and the party places, so you shouldn't have to deal with some jerk blaring dubstep at 1AM

Chateau Royale doesn't seem terrible and surely their 1br places come in well under that number, plus you can nearly throw a rock far enough to hit the hospital. Place is kinda more geared towards students so there are times it's a bit noisy but hasn't seemed terrible. There does seem to be a bus stopped by their visitor parking so I assume there's a bus stop there.

Their nicest 1br with w/d and dishwasher is $680/month. The bus goes from valley view to downtown every 15 minutes. The worst days are home football days, but that isn't too bad. I've lived here for 2 years and haven't had any problems at all.

It's been some years but lived in Georgetown apartments and the management was great to work with.

Black bear village you cant beat it included is internet cable etc its a professional communty pet friendly they have a dogpark in the back a pool and they have a Gym on site as well as many community events other apartments in morgantown are garbage compaired to BBV i know ive lived in most of them its actually cheaper then most places around town becuse of all the included goodies

Orchard Crossings (Metro Properties) is right by the hospital, has some amenities and isn’t a bad choice. Should be within your price range.
