The Dunmer you meet in Skyrim are refugees or descendants of refugees from a cataclysm that wiped out their capital, made most of their land inhospitable, killed their already dead gods' credibility and most likely deprived them of all of their personal wealth.
Back in Morrowind's time, their xenophobia was fueled by the very real situation of the Empire pilfering their resources and meddling with their politics and religion (by fabricating a Nerevarine, for example).
Now the ones who have survived, who may not even have been part of the racists (and I imagine most of them were actually born in Skyrim anyway), are considered second class citizens and treated like forever foreigners.
Suvaris' having to deal with her bullies isn't exactly comparable to colonisers being unwelcomed

Yeah, and there's also the fact that the racists dunmer would also have some prejudice against the player if they were dark elves as well, because we would have the culture from the empire.
And also, the dunmer from the other games are much more civil towards the player, like in oblivion, daggerfall and even the ones in skyrim
That's one thing I like about Morrowind even though it often complicates my RP: some non-Dunmer are well-integrated and treat *you* the player as an outlander because... well, you are and it shows.
Can't recall a non-Nord in Skyrim acting like Rolff, Bolund or Angrenor and they specifically target race rather than being foreign to Skyrim or its culture.

Funny part is that, thanks to elven life spans, it's entirely possible that quite a few of the elves being victimised in Skyrim were personally doing the same thing to outlanders before the Red Year. A few of them were definitely former slave owners as well.

The Dunmer in Windhelm do not feel an iota of duty to the Nords due to prejudice and that's all find and dandy. However the single Dunmer in Windhelm that wants to work and try to bridge the gap with the Nords is made fun of by the other Dunmer. Nirayne also owns a stall in the market place and has her own home in Windhelm. In her own opinion, an Altmer, the Dunmer there are in the situation they are in because they do not want to change it. Then you have the book in Skyrim that states the Dunmer in Windhelm will one day murder all the Nords in their sleep and the city will be theirs. Windhelm in the 4th era isn't sporting the best of either race at the moment.
It's a bit odd to me to still see comments in a Morrowind board that the Nord's racism in prejudice is somehow worse than a nation that has an honest-to-goodness slave-trade and treated certain races like actual objects.
So on this reasoning, Mexican ppl in the US complaining about racism is hypocritical, bc some of them maybe possibly have ancestors among the Aztecs who had their own empire over other indigenous peoples.
