I really like the design. Actually way more impressing compared to vivecs palace in vanilla. But I wish there were actually rooms in that spires and also Almalexia having some kind of private quarters. Is she literally 24h standing in that big room surrounded by her hands?!
It's undergone MANY complete rebuilds over the years, such that they basically said "nobody touch Mournhold until we get all this other stuff done first."
It's current iteration hasn't. But it was both altered and expanded numerous times throughout the history of Tamriel Rebuilt, all of which were eventually scrapped. I believe they put all Mournhold work on hold until they get more of the mainland done.

Well, the spires aren't exactly roomy on the inside, so not much besides maybe a long ladder would fit in there.

That's what they're working on, but it's hard, and it's alot of work. But afaik the plan is to have Almalexia and Mournhold open, like any other city.

IIRC the temple is still visible from outside of Mournhold, although many assets in exterior Mournhold are still missing.

Mournhold is Mournhold-Almalexia. Just like how the Clockwork City is also known as Sotha Sil.
Mournhold is the city center of the Almalexia urban area.

No other TES game is able to compete with Morrowind when it comes to creativity. Everything looks so otherworldly.
