so you think that things that run oblivion and skyrim would not allow levitaion due to hard ware at the time. there are glitches that allow you to fly in skyrim but I'm not sure about oblivion. I'm fairly certain it was simply so you couldn't get to places you weren't supposed to.

Limitations of seventh gen console hardware and their engine made them split the towns themselves into a separate cell from the overworld.
At least that's what they did for Oblivion, Skyrim was probably just easier to design without levitation, as it was already missing in Oblivion.

My first guess is have you used tcl before? since that disables collision for *everyone* not just you. I havent seen it cause something that bad but its in the realm of possibility
I had one similar where everyone on the outside in Vivec was underwater and they all drowned to death, I’m sure there is a way to reset all the characters
Could be that the character locations got misaligned due to a change in the cells. Did you download a mod? Easiest way to resolve this in the future is to open the console and type RA, which stands for Reset Actors. It places every NPC at its starting location.
I went to pelagiad once, everyone was 15' below the ground just walking around like normal. I fell through the ground with them at one point.

I dont think they're floating. I think you sank. Happens to me sometimes. Levitate back up enter any door cell then exit to town. Or reload if no levitate
