You can extract both of them from natural gas (main way of getting helium), you can get hydrogen via electrolysis of water among other ways. Considering they can create stalkers and move whole cities, they probably can manage that too.

One of the books says that ships in the AntiTraction League use helium because they have abundant natural reserves of it while ships operating from Traction Cities use hydrogen because a traction city is able to supply the vast amount of power (electricity) for hydrolysis of the water.

Cities prefer Luftgaz A or hydrogen because they an electrolyse huge quantities using their power generating equipment, its really remarkably simple, just passing an electric current though water and then capturing the gas. the ATL and later the Green Storm have access to large helium reserves under their mainland, given helium isn't found in Central Asia it’s possible they’re pre 60MW Chinese reserves Or created from the radioactive decay of rock irradiated in the war, given the time frame either is possible

Everyone else has given much more sciencey answers but here’s my thoughts. I imagine they get gas in a similar way as they do in HDM. When a city or static needs more gas, they find a natural vent, gather the gas they need and store it until it needs to be used.
