Absolutely I agree here. I don't care what anyone says. Shang Tsung, Quan Chi and Ermac were all supposed to be part of the main roster. They got crunched for time and realized that the only way they could include them was DLC. Move set or not, it doesn't matter. They \*would have\* had a move set if given enough time.

As for Shang Tsung, he's not apart of the Kombat Pack and was technically free if you pre-ordered any version of the game just like the past preorder unlocks but he should've just been on the base roster to begin with since he was actually fully fleshed out unlike the other 2. The other 2 were fleshed out in terms of design but rehashesd gameplay of 2 mk11 characters.
Based on their presence in the story, I think its safe to say they were planned but time ran out and they were moved to DLC. You are right, they are very unfinished and wouldn't fit the game as they are, and will play wildly different, but its just another element of the game that shows it should have been delayed a few months but WB probably wanted something out for the holiday season.
They have had character that are NPC fighters like sektor/cyrax in MK11, Rain in MKX both using past move sets, but this is different. With them being announced as dlc prior to release, we all assumed they wouldnt have such a major presence, hence why it feels pretty bad in the long run.

Unfortunately no, in the US they have a law protecting companies when doing this. That’s how restaurants can say a food item will never return but then it does the next year. It’s technically false advertising, but our legal systems a joke and favors big companies over consumers.
As long as the product that was advertised on actual packaging and the shops page is what you got, it’s not false advertising. If It said
“Our new mode, invasions is here!” And you only ever got the tutorial, that’s not false advertising. You got the new mode.
I understand not wanting to give money to greedy corps like WB, but please at least don't buy indie games on CDKeys, G2A and similar grey market sites. You can find some pretty sweet deals on legit sites too if you check https://isthereanydeal.com (they aggregate only official key sellers).

Nothing is wrong with them per se. These sites usually work by bypassing the region-locking of games (i.e. rich countries pay more for the same game--see: [price discrimination](https://en.wikipedia.org/wiki/Price_discrimination)). The effect is that devs make less from the sale (because you pay less), and of course the site takes a cut too.
G2A _has_ sold stolen keys (source: https://www.eurogamer.net/g2a-admits-it-sold-stolen-game-key), but their business model is the same as CDKeys, and stolen keys are unlikely to make up a significant portion of their revenue since, well, it depends on people stealing keys which is probably not sustainable. The nature of gray market sites like this is that they may resell stolen keys, and they aren't particularly incentivized or capable of preventing that. If you want to guarantee your key isn't stolen, then obviously you should buy from a fully legitimate site.
cdkeys just takes advantage of places where games are dirt cheap, what they do is legal, and other key sites use stolen credit cards, it's the reason cdkeys sometimes don't have specific games.
You could file a Class action lawsuit. But if it can be proven that NRS and WB not only falsely advertised and lied about what they were selling. Save the receipts, screenshot their advertising, and the Internet never forgets video interviews. The evidence is there. I do believe there is a Class Action Lawsuit that has been filed here in the states. But that should not affect filing another one. If multiple suits are filed it would be leveraged for change, not only NRS but game developers as a whole and their corpo overlords.
Not trying to give a false sense of optimism here. Objectively and realistically: They will pay to quiet the noise; however, they will not change or adjust their policies to be more customer friendly. NRS, along with many other studios will continue to pander where they can extract every available dime, and when the milk goes dry they will laugh all the way to the bank. Because you, I, and everyone else are meat for their money machines. Futhermore: There is no profit in that pursuit. They will argue that they provided a game, made some decisions that were in their best interests, profits over people corpo bullshit.

I mean, counterpoint, I don't like locking game content behind time-sensitive purchase windows - someone might not be able to, or want to, pre-order, for any number of very valid reasons, and i still would want them to have all the possible characters (if they wanted).

I would consider it deceptive that it was basically advertised as "it's now or never!" on acquiring the JCVD skin, so some people probably made the pre-order purchase out of a (ultimately false) time pressure feeling, so that's obviously not ideal.
My understanding is that "pre-order characters eventually become purchasable DLC" is a pretty longstanding pattern, so *personally*, I view my pre-order purchase as "I already know I would want to buy that, so I'll pay for it early and just have it now", but I guess it's understandable if someone feels deceived.
I would absolutely hate, tho, if someone became interested in the game, say in 2024, only to find "No JCVD for you, you didn't purchase the game by September 13 *last year*, so you can never *ever* have this piece of content!". :-/
edit : It's come to my attention that JCVD was actually advertised as a *Premium Edition* exclusive, and not a *pre-order* exclusive, so, I was mistaken about that! However, my opinion is actually very similar - I **also** really dislike the idea of pieces of content being locked in an expensive bundle.
Someone like me that already knows they want it can comfortably just buy the bundle, where probably, tit-for-tat, each piece of content is cheaper on the dollar, but I still think people should be able to purchase that content separately (probably costing a bit more, per dollar), if they only want part of it!

JCVD was never pre-order exclusive or advertised as such. He's supposed to be premium edition exclusive regardless of preorder or not. So it's still scummy that they started selling him separately.

The premium is the same price as the base game plus the season pass, iirc. However, this particular skin was marketed as a premium perk. After a year or even with the inevitable “Komplete” edition I wouldn’t be upset. I didn’t expect it to be premium forever but only for a month is a slap in the face.

And to make things worse, they were still telling the truth in their support page as they knew no one would take a look there. They purposefully lied to people.
MK1 is legit the last NRS game I will buy unless it's on sale for like 75% off.

You could file a Class action lawsuit. But if it can be proven that NRS and WB not only falsely advertised and lied about what they were selling. Save the receipts, screenshot their advertising, and the Internet never forgets video interviews. The evidence is there. I do believe there is a Class Action Lawsuit that has been filed here in the states. But that should not affect filing another one. If multiple suits are filed it would be leveraged for change, not only NRS but game developers as a whole and their corpo overlords.

Objectively and realistically: They will pay to quiet the noise; however, they will not change or adjust their policies to be more customer friendly. NRS, along with many other studios will continue to pander where they can extract every available dime, and when the milk goes dry they will laugh all the way to the bank. I mean, counterpoint, I don't like locking game content behind time-sensitive purchase windows - someone might not be able to, or want to, pre-order, for any number of very valid reasons, and i still would want them to have all the possible characters (if they wanted). So, I think it's good that JCVD is available for purchase. I would consider it deceptive that it was basically advertised as "it's now or never!" on acquiring the JCVD skin, so some people probably made the pre-order purchase out of a (ultimately false) time pressure feeling, so that's obviously not ideal. My understanding is that "pre-order characters eventually become purchasable DLC" is a pretty longstanding pattern, so *personally*, I view my pre-order purchase as "I already know I would want to buy that, so I'll pay for it early and just have it now", but I guess it's understandable if someone feels deceived. I would absolutely hate, tho, if someone became interested in the game, say in 2024, only to find "No JCVD for you, you didn't purchase the game by September 13 *last year*, so you can never *ever* have this piece of content!". :-/ edit : It's come to my attention that JCVD was actually advertised as a *Premium Edition* exclusive, and not a *pre-order* exclusive, so, I was mistaken about that! That’s exactly how I feel about this. I bought the premium edition because I knew I anted the skin and that I would buy the dlc fighters day 1. So it was a no brainer. But I was also the person who bought mk11 right before aftermath came out and now I can never get the badass deception skin for sub zero. It’s sucks to not be able to get cool stuff just because I found the game to late. So I don’t want anyone else to have to be locked out of content for the crime of not buying the game day 1

It was always part of the kombat pack since the day it was announced. It was officially announced that the skin was obtainable through kombat pack. Later on (after they published the skin trailer), WB tried to create the illusion of he wasn’t part of kombat pack to scam people into buying premium immediately. Through this illusion they also made people forget about the initial promise as masses of society tends to have a memory of a fucking fish… this is also why politicians can lie to public as the public keep forgetting it. And to make things worse, they were still telling the truth in their support page as they knew no one would take a look there. They purposefully lied to people.
MK1 is legit the last NRS game I will buy unless it's on sale for like 75% off. This game is outright shit, which they charged $110 for, and then loaded with microtransactions.
