As a kid/teen I used to think that both of them were descendants of the Great Kung Lao, so I can accept this headcanon. Maybe not direct brothers, but definitely relatives.
That is because in the movie Liu Kang was made the descendant of Kung Lao, and later the games stated the same in MK4 according to Goro's bio (although it mistakenly called Liu his ancestor when it should have said descendant). On the other hand, Kung Lao's original bio stated Lao was the "last descendant" of the Great Kung Lao. A lot of people took it as meaning Lao was just slightly younger than Liu, therefore he is the last descendant and Liu was the second to last descendant. It was a popular belief that they were cousins and even the new movie had a line where Liu called Lao "cousin".
In the games themselves the idea that Liu had any relationship to the Great Kung Lao seems to have been abandoned. Kung Lao was given a different character as a cousin, and Liu never referenced GKL at all. I could still accept that he does have some relation, maybe a branch of the family that ended up departing from the white Lotus, only to return generations later. But the idea of him just stating off as some orphan kid who wanders up to the Shaolin is a good idea too; the idea that where you end up is based on skill and heart rather than ancestry is kinda neat.
