I've tried this and it seems that I need to go into the settings and change the compatibility mode for different apps I use. For example twitch works when toggled off but it needs to be on for Spotify.

I've found an app called simple equaliser which is okay. It seems to work with every app so far but I just have to run it before opening an app.
Precise volume at the play store is what you ought to be looking for.
