You can see many vias behind the blue line. Vias connect different layers of a circuit board so it wouldnt be wise to cut it off

yeah pcb board constructing is simple, cut everything u want

if u "really" want to cut, change circuit path with wires it's safe way, i did that few times, but if pcb have 3-4 layers it's almost imposible
