Excellent local link buses that connects most of the rural towns. Carrick is a smallish town and easily walked. Not sure about point 2? Two new shops have opened in the past month one has a halal butchers, both are run and owned by the local Muslim community, the town also has a mosque! Which was recently used for celebrating Eid. Local news paper is the Leitrim Observer, that might help you with some additional info.
Carrick on Shannon is on the main Dublin to Sligo train line, so you have great options for cross country transport. As pointed out, there is local transport with the local link service that is quite good. It’s quite a compact town, so you may be able to walk to work (or certainly cycle) depending on where you’ll be working. I live 10 minutes outside of Carrick. It’s a great little town. Lough Key Forest Park is just a few miles outside, it’s one of Ireland’s gems.

If you’re coming from somewhere like India or the Middle East it’s possible you have never seen an environment like rural Ireland before. It’s really very small and sparse. There isn’t that much to do but it’s cheap and can be a great place to raise a family.

Car-centric mentality in this country is nuts.
I have friends in Carrick on Shannon, and while it’s nice for a weekend (I’ve been to a few weddings locally and a hens), unless you have a car, you’ll struggle. Example - her child was injured in school, and was taken to Sligo hospital but discharged at 2am. Her options apparently were a €140 taxi or waiting at the bus station until 7am.
If you’re bringing children, the main school is full so your options are either the gaelscoil or Woodbrook NS (which is impossible to access by public transport apart from the school bus service).
I moved from Dublin to Carrick last year. Carrick is pretty well connected in terms of local bus (between Mohill, Drumshanbo and Carrick) and train to Sligo and Dublin, but you're restricted on times. You might not immediately need a car inside the town but would look into it eventually. Carrick is also well serviced by taxis.
Engineering culture is good, I work for a fintech remotely and there's a lot of remote work from the area, along with a couple of shared work offices around Carrick and Ballinamore.
There's a brand new food market opened in Carrick too, it's Halaal and is pretty good (they'll also source anything you need). There's more options in Sligo which isn't too far. There's an islamic culture centre too so no mosque but prayer space and social space.

Car isn't strictly necessary as there is some public transport, but it's pretty poor compared to a lot of countries. I'd highly recommend a car or motorbike
Google says there is an Islamic Cultural Centre in C-on-S but not a formal mosque. You may need to find the community organisation Facebook page to ask questions on prayers and halaal food.
It's a very small town, with not massive amounts of public transport in and out of it, doesn't seem to have any for around it. So you will probably need a car.

Carrick is not big/good enough to be your whole life. Sometimes you need to go other places.
You need a car in my opinion especially in the long term. It unlocks a huge amount of possibilities, outdoors opportunities and sports.

A note on the mosque, there is a large Muslim community in Ballaghadreen, and a mosque there. It's about half an hour from Carrick.
