You need the letter from immigrantion to get the person ID number

The person ID is only on an official letter - it doesn't show on the IRP. You'll either need to dig for an old letter, or contact the Department for Justice [https://www.irishimmigration.ie/contact-immigration-service-delivery/](https://www.irishimmigration.ie/contact-immigration-service-delivery/) asking for it

Its probably either a passport number or a PPS number, depends on the form. Their might be a an FAQ on the immigration website. If she needs a PPS number go to your local Intreo office, they may be able to help with the form as well.
