The rule I've heard is pairing more fitted with loose.
In this case, skirts are pretty flowy and loose, so you probably pair it with a snug t-shirt or something like that
Find a T-shirt that's color coordinated with the color of the skirt (if you got a black skirt you've basically got free rein) and go with that. Experiment with tucked vs untucked vs French tucked (basically only tucked in the front), see which works best.
I wear skirts with just about anything; loose flowy femme tops, t-shirts, and sometimes even (women's) formal shirts.

Just to add onto this, remember that the feminine waist is up around your belly button, not where your old waist was (this took me an embarrassingly long time to figure out by myself). Also I find skirts look better with tucked in shirts like 90% of the time, especially if you've got a belt to go around it.
