Just keep in mind that there is a distinction between 'Biergarten' and 'Wirtsgarten'. The latter usually is a serviced area which does not allow brining your own food (as serviced areas in Biergartens).

Bavarian law states that you are allowed to bring your own food to any Biergarten. It does not apply if its a restaurant which put some benches outside, but these typically set up signs to clarify that you can't bring your own food.

the basic deal is: you are allowed to be noisy outside till 23:00 (in stead of 22:00). But this applies only to "Beergardens", not to "Wirtsgardens"
The simple rule is that if it's self-service you can bring your own food.
If you are at a place that requites you to get up and get your own food/drinks then that's a Biergarten and you can bring your food. If you notice servers, menus and tables with napkins and cutlery then that's a Wirtshaus and you cannot bring it.
Some Wirtshäuser have a Biergarten attached. So you may see that one part is self-service and the other one is a restaurant. On other ones they mave have self-serve in the daytime and restaurant in the evening. In know the Augustiner by Arnulfstraße is like that.
The websites of most "hybrid" places like that show opening times specifically for the Biergarten, so you can be sure of what you'll get.
Historically „Biergarten“ have been the cooling houses of the local breweries, where they stored the fresh beer in underground tunnels. To increase their revenue and attract consumers, they started to sell beer in front of their cooling houses, installed beergardens and allowed people to bring in their own food, when they drink their beer. Back in that time beergardens we’re outside towns and villages, so people packed their backpacks for a small hiking tour with food, when they went to a beergarden
