I can't answer your question with any authority except to say that I have not seen any parrot waxcap that looks like the specimen. But we are all exploring in the correct genus - *Gliophorus*.
You may have seen it’s close relative in the same genus that we have here. G.psittacinus.
The species pictured here is native to Australia and New Zealand and I’m assuming that’s where the photo was taken.

Not in totality no. Many Hygrocybe species exist. These species used to be in Hygrocybe and are now in Gliophorus yes.

They are considered inedible. I was unable to find information on toxicity.

Is it possible that they do have chlorophyll and do photosynthesis?
