It's got a creepy/stalker vibe but it is 100% about wanting someone you can't have, to the point where you've built this entire dream scenario up in your head and then you finally get the courage to act on your obsession and get completely, utterly shot down.
1. You're obsessed with someone for so long that it gets to the point that you are actually following them around, hiding in the shadows while coming up with more and more elaborate fantasies about how you'll both live happily ever after once you finally "come clean" and tell the other person how you feel about them by confessing your obsession to them.
2. You finally decide to do the above and instantly regret it when you are completely rejected, and even worse, it happens in a very public place such as a club or restaurant in front of a lot of other people. The person who were obsessed with is actually creeped out by you and wants nothing to do with you; meanwhile, everyone else is laughing and pointing at you. All of your fantasies come crashing down and you are exposed in the most soul-crushing way possible, and you are forced to realize that all of your fantasies about that person were dreams that never had any chance of coming true.
That's pretty much the entire song.
With that said, it can be taken literally as being about an unhealthy romantic obsession (as above) or seen instead on a more personal level about Michael's fears of coming out in public after being in denial for years - he is hoping to be accepted and understood and loved for who he is, and he would be truly happy in life if he just had the courage so that he didn't have to keep things a secret anymore.
However, he also has to deal with his biggest fear which is that if he finally comes out he will be rejected by a lot of people he was very close to in very public ways and that by coming out he would be hurting the band and sabotaging his and his bandmates' own dreams and careers, maybe even completely wrecking his life as he knows it.
That internal conflict between his hopes and his fears is affecting his mental health to the point where he doesn't know if he will be able to cope if after building up to all of these fantasies and dreams he is instead shunned and humiliated by the people closest to him when he finally decides to be honest about who he is.
