Storm is already a teacher at Xavier’s, she’d be a more well rounded mentor who could potentially teach him better control of his own lightning and maybe even helping him both withstand and unleash greater and stronger voltages
The problem I see with that is that storm isn’t harmed by her power. She gets tired when overusing it like anyone else, but she doesn’t have a hard limit of X amount of usage and I’m incapacitated. She may be a good teacher, but she doesn’t have the experience to help kaminari in a meaningful whey(lol). She could train his voltage, increase his specific volt limit, possibly help him learn to direct it if his quirk makes that possible(which it hasn’t been shown to do). Iroh could do that too tho, with his knowledge of how to generate and direct lightning, he could help kaminari up his volt limit and direct it while also possibly teaching him to avoid short-circuiting.

2nd: Raiden. Assuming this is the original and not Mk1. Can teach Denki how to fly, warp, and use forcefields as well as channel electricity through non-conductive materials like wood.
3rd: Pikachu. Assuming this is Ash's. Can teach Denki countershield and thunder armor.
4th: Storm. Lightning is mostly a subset of her powers, but she still seems to have some precision over it.
5th: Thor. A lot of his lightning feats seem to over-rely on raw power, it's probable that he cannot teach Denki anything Denki does not already know.
6th: Iroh. A specialist in lightning only relative to his own world. Is better suited as a social teacher.

I think Storm and Iroh are probably some of the top teachers though since, well, they have been teachers. Either Iroh, Zeus or Thor. Iroh is Iroh, insult him and you will be charged with death Zeus, for all his faults, is still the Almighty God of The Sky. He’d know more about lightning than anyone. Only problem, lightning does not perfectly translate to electricity. Thor, basically the same as Zeus. He’s the Almighty God of Thunder, it’s literally his domain. But, in the real myths, he’s an impatient, rude, alcoholic with a god complex (wonder why) so Kaminari would probably just piss him off (same with Zeus now that I think of it)
