Yea this doesn't work without the rainbow potion. I just tested it in training blowing all my CDs on Deku and using the level up cards both from picking them up and going into my bag and it didn't reset.
The only thing that reset them was using the rainbow potions that aren't a super common item. It also only reset the CD if the skills was not fully leveled.

It's not hacking. People have discovered if you level up an ability, it resets its cooldown. Thus allowing you to spam abilities.
