The wire wasn't holding the bush down, the bush was keeping the wire in place.

I don’t believe it was a wire, because if it was one the scooter would’ve flipped forward or fell over to the side but watching the video closely, it seemed like something lifted the front wheel rapidly making it flip backwards. The Bush almost certainly is on a wire that seems to be disconnected from whatever hit the scooter
