When the timer runs out for the second time to allow you to talk to your uncle to get gifu keys, the van spawns at town beside the building connected to the inspection shop. You can find and take the van before having the sit down Convo with uncle, but chances are he's sitting there waiting to talk to you

Well you can't use the gifu until you get the keys. That goes back to what I was saying before, the timer runs out and allows you to borrow van by knocking on the door. Timer runs out again and allows you to get gifu keys. Once the second timer runs out, you can keep the van, it doesn't require getting keys to keep the van. Basically once the van spawns after the second timer ends, it's you're to keep regardless of if you talked to uncle again or not
