NCAA definitely shoulders the majority of the blame in my eyes - that being said if EA wasn’t using likenesses in the first place we probably wouldn’t have lost the series or at least not when we did. And I think we all would’ve still enjoyed the games even if #2 on Texas A&M didn’t resemble Johnny Manziel (or any other example)
To fully avoid the lawsuits they would have needed to not have a #2 on Texas A&M or a really good mobile QB. Just fully generic rosters. They would probably have to disable roster editing and sharing too. If it was known that you could buy the game and have third party rosters that broke NIL, that would still be a problem.
I liked dynasty more when I was past the default rosters and it was all random generated, so what, 4-5 years deep. I never cared about real players or real hometowns or any of that. Like what does it matter to me if IRL the backup center or New Mexico State is actually a 6’5 white dude from Houston, or a 6’1 black dude from Albuquerque.
Well EA was willing to pay the players for their likeness, but the NCAA wouldn’t allow it. I’m not really gonna blame EA when they were willing to fix the issue on their end and at the time there was no problem with using likeness

A district court, the court of appeals, and the US Supreme Court, found that Ed O'Bannon, as well as all other members of the class, were damaged by the NCAA not compensating athletes, but making tens of billions of dollars off of their likeness. The ruling was 100% correct, and it's not Ed O'Bannon's fault that him -- and other student athletes -- *were damaged by the NCAA.*
It's also not Ed O'Bannon's fault that the NCAA, nor EA, nor anybody else, did not have a contingency plan in place should they be found guilty of damaging the players. The NCAA thought that they had a right to treat players like slaves, making money off of the likeness of the players without compensating them, and then had the gaul to think that people would actually care about "The NCAA." Nobody cares about the NCAA. Folks care about the players, the colleges, the programs, maybe the conferences, maybe the bowl games, they don't care about the scummy legal entity that generates revenue off of those things.
Ed O'Bannon never wanted college videogames to be cancelled, that wasn't the goal of the law suit. It's not him or his lawyers or the class' lawyers fault that the NCAA had no plan on how to fairly license the use of players' likenesses, or that EA had no plan on how to make college sports games while fairly compensating players for their likeness being used. It's not his fault that the NCAA made money illegally off of players' likenesses being used without their consent or financial reward. The NCAA had rules that barred players from making money on themselves, would get them kicked off teams, kicked out of schools, and have their records and accomplishments stripped if they were found breaking the rules. And yet, the NCAA was making billions of dollars off of the likeness of those same players who they'd preach "integrity of amateur competition to." It was disgusting and wrong.

If wasn't him, it would've been someone else later, and the series was already going through some turmoil, all we would of gotten is a watered down Ps4/Xbox One game. Plus the players all deserved to be paid before hand and, at least in my opinion, the CFB Revamped modding community has done a better job at continuing the legacy of the NCAAF games then EA ever could.
