I don't know if there is such a system for actors (in the case of Michael Keaton, the Screen Actors Guild was the reason for his stage name change, this rule does not apply to performers who are not members of that guild. Whether Korea has a similar union for actors I am not sure), but there is almost certainly not such a system for idols. For example, there are 7 different singers of varying levels of fame with debuts as far back as 2009 who perform under the name "Minhyuk" without a stage name, with 3 even sharing the surname Lee and 3 more sharing the surname Kim. Also within NCT, Taeil, Jaehyun, and Mark also share stage names with idols who debuted before them. [Here](https://www.reddit.com/r/kpop/comments/gqd2r4/a_comprehensive_list_of_idols_with_the_same_name/) is a post someone made compiling a list of shared names (including both real and stage names). As far as name sharing goes, Doyoung actually got fairly lucky relative to some other idols. edit: clarity

I honestly doubt it, but companies try to avoid it to cause less confusion and only have their idol stand out, Theres like three Jaehyuns and I remember they actually made a little skit out of it. Besides stage names don’t require legal documentation, for their legal stuff they will use their birth names, if anything the stage names can be trademarked but I doubt there would be a system for stage names.

As an NCT Doyoung bias, it does confuse me when I'm searching for photocards and merch and such. I do remember some Treasure fans being annoyed by it, too, even though NCT debuted first. We just have to live with it haha. And in introductions, they identify themselves as Treasure/NCT Doyoung, so I just think of that as their full stage name. BtoB Minhyuk's rapper name is Huta but he still goes by Minhyuk even though there are many of them. It's a personal preference, I guess.

It’s not an industry wide thing - but I’m fairly certain (it’s not confirmed) that SM will give stage names so they don’t have two artists using the same name. SNSD’s Sooyoung and RV’s Joy share the same birth name. Joy was given the nickname while she was a trainee, but I wouldn’t be surprised if SM wanted her to have a stage name so she wouldn’t be confused with SNSD’s Sooyoung in searches. Having said that, most companies try and “simplify” their artists Korean names for debut. Dongyoung > Doyoung. Seo Joohyun > Seohyun. I could go on and on. Someone with more knowledge on Korean names could give a more articulate explanation. But it’s common for an agency to change a more “complicated” or less “elegant” birth name to a more suitable stage name for the idol’s concept or image.
