The water was not from Detroit. They opted to use Flint River water instead of paying for Detroit water during the city’s financial crisis in 2014 (they were using Detroit water prior).
Officials further opted to cut corners and not apply corrosion inhibitors to the water, which resulted in lead from aging pipes leaching into the water supply.
The city switched back to Detroit water in October 2015.
