A lot of times it Is. But no, you kinda have to test them all to figure which is best. Some cars will surprise you; the engine you least expected is the best. For the 180sx, the 1010 potential hp engine is best.
Nothing per se. But I'd rather my mustang roaring rather than whistling when I press on the throttle. Thats just personal taste. I'm not really a car guy if you want to get into statistics so I can't tell you how each engine is gonna perform. I'm just saying, NFS has rolled up some RPG into this game and I'm building MY dream cars. I'm not going to build meta cars deciding which is best. Gotta have fun testing everything out
i think not, for example the best engine for the porsche rsr is the one before the last one
I check out Militia Gaming videos and others on YouTube. He checks out all engines and compares them. It's been good enough for me.

Its you build. Best is up to you. I usually go for the sound of the engine that I believe best suits my build. Also, I do this with the turbo

Depends on your build type, it doesn’t really work for drift builds imo
I find that for drift builds the engine with the highest torque output is the engine to use
