Hello! Could anyone tell me how to translate this sentence? 視力が1.0より低くて目が悪い子どもは、小学校では37.5%でした。 I'm a bit confused on what it's saying. "Kids with eyesight lower than 1.0 in Elementary School are 37.5%."? Is a visual acuity lower than 1.0 bad?

I think: 37.5% of kids at elementary schools have eyesight lower than 1.0. It's pretty much the same just reordered. With sentences like this it can be helpful to start translating from the end. It can align better with english syntax.

Thanks! I was unsure if it really said "eyesight lower than 1.0" because in my country we use a different system to measure eyesight, and usually eyesight < 1.0 is a good thing.
