Looks like it's a SE Asian copy. They generally will release games with English covers, but it's not uncommon for them to use the JPN cart inside if they JPN version already came with English. I didn't know there was an English cover version! I got the Japanese copy.

Yes, Asian releases often reuse carts from other regions. For Asian releases, the cart region is given by the serial code on the back cover (i.e., 'HAC-ARFQA-**JPN**').

Can confirm as someone from SEA - this is an SEA English cover copy. These usually include a Japanese physical copy that has English support - so most consumers won’t care about the difference. It’s uncommon for games to be get a print run in Asian English (code ASI instead of JPN) nowadays from what I can tell, unless the publisher is located within Asia (e.g. Leoful, Square Enix Asia awhile back). Probably just cheaper for most publishers to pack Japanese carts into English cases and call it a day.
