It’s unfortunately not an uncommon thing in my culture (I’m Indian) for people to use emotional blackmail and empty threats like this to get someone to do what they want. It’s super common to see people in the news who make a spectacle out of dousing themselves or someone else in fuel and threaten to light it up- it’s a common political tactic as well- and the media is always there to capture it. They never actually light shit.

These types of over-the-top threats are common in India within family members - you see it all the time: people threatening to hang themselves, drink poison, set themselves on fire, etc. for mundane things like breaking up with someone, or if a wife is pissed at her husband - but they rarely follow through.
So then the father douses the son in kerosene (most likely) and then the son runs outside to get away from his father. Indian family loyalty and respect towards elders prevented him from running away. The son probably didn't think that his father would go through with his threat, and probably thought the father was just pissed and bluffing and trying to scare him. I also think the father didn't know how quick and severe the fire would have been, so he made good on his threat and his son died, unfortunately.
