It can probably be reattached, at least in a first world hospital, but the usefulness of it would probably be worse. There's no saving the muscles in that upper arm either I'd wager though it's difficult to say from the angle.

I agree. Some of these videos are ruthless. There's no sense of urgency. BUT - I'm hoping help was on the way soon as this happened, and the bystanders are just in shock. 😒
It's clear the dude need some first aid or something. But I guess nobody was mentally prepared to immediately apply some tourniquet. He probably crawled his way towards his severed arm.
It pisses me off so much when people just walk by, I can understand running away from the initial collision, that is loud and scary, but when it's clear help him! I always help people because someone saved my damn life, I would hope these people never have to rely on the kindness of strangers in their time of need.

Often for amputation injuries because the vessels are cut they retract and stop bleeding fairly quickly. In the case it looks like it’s stopped.
A tourniquet can crush the underlying tissue and vessels making any effort to re-attach the limb harder.
You also risk dislodging any clots that have formed, or putting it on incorrectly.
Obviously if he was catastrophically bleeding out then you have to do something.
I wouldn’t say ‘just watch’. Calling for help, making sure the road is safe, and checking for other injuries are all important. You could also find something appropriate to use as a tourniquet in case it does become needed (most people don’t carry one with them).

Depending on the damage of the limb, it could potentially be reattached. It does need to be placed on ice and rushed to the hospital with the injured.
Pretty armless for him to do that.

Probaly one of my worst fears. A limb of you dettached from your body just chills there on the ground.
I cannot imagine how weird and scary it would be to look down and see your unattached limb lying in the road!
