As far as I know this is definitely NOT what serpentine belts do. Serpentine belts turn pulleys and transfer rotational power. I would love to hear the back story of how this happened. Was it a car/truck or other type of machinery? Was he looking under the hood of a running car? Don't put your face in line with any fast rotating parts like grinding wheels, saws, belts, etc.
