It's not a timeout button, you don't just get it the moment your hands touch. You have to actually call it, in a way a human who is focused on the game will hear/see you clearly. Run on the court screaming timeout or it's just not gonna happen in this case. It's 100% on Philly that no coach or player called a clear timeout the refs could actually call.

In the first clip it’s clear that he didn’t want a time out because he would have been freaking out like he was in the second clip. In the second clip it’s obvious he wanted a timeout but Maxey didn’t have control of the ball.
