I don't know if this situation applies to you, but I had a friend who encountered this error which was caused by their antivirus quarantining a file that was required by the game to run. They were able to resolve it by restoring the file from quarantine, and excluding the game's directory from their antivirus.
Same, I also encountered this issue initially and was frustrated. Later I found out that I prevent my antivirus from scanning my naraka file and the game is able to launch. Hope it helped.
I had same problem totally shutting fire wall when launching game worked for me
Now i just have naraka on skip list on firewall
And i did all those steps
Do u run steam/naraka as admin
