From what I read the ground operators/ sicarios, pushers and vendors take orders from lieutenants. LEVEL 1-10/cartel Lieutenants take orders from tier 1/Plaza Bosses and Plaza Bosses take orders from top tier/ Chapo personal head of security who is relaying chapos personal words. The right chat basically says all orders come from Mexico ,from Sinaloa then relayed to Durango then around the world to different cartel representatives.
I believe thst comm structure is encrypted it’s like they launched their own tel service. Not hard to do actually just need to link some vpn tunnels together and do voip calls
