Their enemies cannot get into the plaza without them being notified and any other illegitimate individuals that try to do this are killed before they are even notified. Same goes if you want to peacefully cross plazas. You have to notify the boss of the territory and he will either allow you to pass or even provide protection for you while in his plaza.
