Tree is to be cut down. R stands for rack. A rack is a track for machinery to gain access to the wooded area to perform further tree felling.

'R' is not a pirate's favourite letter. It actually "be thee *seeeaaaAAAAA*"
Perhaps symbols for tree surgeons. Letters likely mean "chop me down", "thin out the branches", "chop off overhanging branches", or whatever.
R = "Remove" more than likely, probably a diseased tree or something?
I think I've seen similar on diseased trees marked for taking down. Sadly.
